Unfortunately, in many cases, software application development is treated as a commodity, particularly, it seems, when the requestor is buried deep in an organization. Budget becomes the critical factor. Minimizing the loss if the project fails. The benefits and money making ability are forgotten. And so, the inexperienced requestor won't ask for how the software will make more money for them than other softwares. You'll need to educate your clients up front, or, ask questions through the RFP process to enlighten them. Further, it isn't a bad idea to use the references section to highlight your ability to make the client more money.
